The New Normal: Relying on government programs for basic needs is not poverty

What’s wrong with this sentence:

Nearly 40 million more Americans are only staying out of poverty with the help of programs such as Social Security, food stamps, and the earned-income tax credit.

It seems there is new definition of poverty. Today, poverty is not when someone is relying on government programs for basic needs, it’s defined as not receiving those government programs.

I wonder if I was willing to give up my Social Security check each month if the government would let me go on welfare? Then I could afford to live in the States again.
